Colorlight 5a-75B V8.0

I've accidentally put 8V into the 5V input of the board. Now the FPGA
does not answer JTAG commands and one of the buck converters outputs
.5V instead of 1.2V (tested on good board).

U34 blew up and it looks like a simple 5 buck converter controller.

Chip marking 0R J43 does not bring up anything sensible in google. The
TI's TLV62565/6 seems to match with footprint and pinout.
The feedback resistor divider ratio is 1:1 giving Vout = 1.2V
All 3 buck converters use the same IC.

Power rails generated by the buck converters
--------------------------------------------
U34 1.1V Vcc Core supply voltage
U37 1.0V Vref	Reference voltage
U38 3.3V VccIO	I/O Driver Supply Voltage

I have summarized this in a commit to the chubby75 repository
